48 Star Parade Flag made of cotton with sewn edges. Originally it would have been attached to a stick, now missing. This star arrangement was used when the 48 Star first came out in 1912. In 1914 President Taft issued a Executive Order mandating that all flag be made the same, proportions and with the stars arranged in straight even rows. So in 1915 all the flags looked the same.
